Shops in that particular area could advertise a particular festival or event on their plastic bags to generate interest and get consumers into the stores in that area.

Even on-line stores still use this type of packaging for the actual product before it is packaged for posting, and again, putting the details of the store and any specials or bargains is a great way to get the message out there.
